One more obstacle for a rapidly developing mobile market is regulator's requirement to decrease roaming rates and its termination date. Still, the population is so perceptive to new technologies that the sphere will continue to develop despite these negative factors. The operators are beginning to employ higher frequencies for 3G, and look forward using the lower ones for mobile broadband. Mobile TV is a new word in the market, but recently the initiative has dropped due to low popularity and inappropriate strategy. As to fixed-line telephony, the leading place still belongs to incumbent, Deutsche Telekom, however, it is opposed by several competitors, namely, O2, E-Plus and Arcor, due to decreasing quality of performance.
